Fintech services in Bangladesh: benefits and challenges

Financial technology (Fintech) is used to describe new technology that seeks to improve and automate the delivery and use of financial services. At its core, financial technology is utilized to help companies, business owners and consumers better manage their financial operations, processes and lives by utilizing specialized software and algorithms that are used on computers and increasingly, smartphones. Financial technology now describes a variety of financial activities, such as money transfers, depositing a check with your smartphone, bypassing a bank branch to apply for credit, raising money for a business startup, or managing investments, generally without the assistance of a person. 

Financial Technology has become the heart of the finacial sector in Bangladesh now-a-days. The banking industry is the heart of every robust economy. Financial Technology is helping the banking sector improve its efficiency and effectiveness of services offered to customers, and enhance business processes, managerial decision making, and workgroup collaborations which strengthen their competitive positions in rapidly changing and emerging economies. 

All banks in Bangladesh have made substantial investments in technology platforms and systems, built multiple distribution channels, including an electronically linked branch network, automated telephone banking, internet banking and banking through mobile phones to offer its customers convenient access to various products. By and large, the banks have been successful in developing innovative product features, reducing operating costs, enhancing customer service delivery and minimising inherent risks. IT facilitates all our core business processes and components, and serves to support, sustain and grow transformation and realisation of our strategic objectives at group and business unit levels. 

In Bangladesh, banks have established their large ATM and POST networks for providing ATM access for 24 hours for their customers. Besides offering access to ATM network across the country. they are also providing the same access to their customers worldwide through the network of VISA/MasterCard. They are also establishing and expanding their own ATM/POST network. Many banks have installed POS terminals in major shops, hotels, sales centers etc. all over the country. Some of the technology-driven banks are providing internet banking channel with the inclusion of a number of customer-friendly features. The systems software is providing the customers access to their accounts from mobile devices like smart phones and tablets. The customers are now able to do banking from any place of Bangladesh at any time. Mobile banking refers to access to accounts, transfer of funds, summary sheets and other banking services through dialing a telephone number. 

In case of mobile banking, banking services are provided to the customers having credit card accounts. Services are provided by the association of banks and cellular service providers through SMS or WAP enabled mobile instruments. And there are many helpful sides of financial technology and these are Contact/Call Centre, Automated Clearing House System (ACHS), Electronic Fund Transfer (EFT). Online CIB, the Core Banking Solution (CBS), Corporate Intranet System and so on. 

Trickery and imposer uses bring hazardous problems in the banking. Sometimes hackers change password and enter into one's account which latter may cause of one's capital theft. In ATM booth. these are a common problem today and that is inadequate of money. Without electricity. E-banking is ineffective. Besides, it directly creates an unemployment problem. Virtual banking may bankrupt one's account sometimes which is not unprecedented in our country. 

In Bangladesh banks are yet to fully embrace the electronic fund transfer services even four years after its launch due to lack of awareness and incentives among bankers about the cost effective, quicker and securer system.

Natural trans-fats are found in animal produced foods while artificial trans-fats are developed through adding hydrogen with vegetable oils.

The Partially Hydrogenated Oil is one kind of oil that is found in semi-solid fats through adding hydrogen to vegetable oils.

While deep trying foods using the same oil again and again for a long time in high temperature. artificial trans-fats are produced.

Foods like Puri & Jilapi are produced by the oil used in several times. This oil produces artificial trans-fats in high temperature which is much harmful for human body. Thus Puri and Jilapi have some health risks.

Complete elimination of consuming Dalda or Banaspati and stopping the use of same oil in preparing foods can reduce the death toll.

প্রায় সাড়ে ১৫ ঘণ্টা উড়ে অচিন পাখি' (নতুন ড্রিমলাইনার) ২৪ ডিসেম্বর রাত ৮টা ১৯ মিনিটে ঢাকা হযরত শাহজালাল আন্ত জাতিক বিমানবন্দরে পৌঁছায়। ঢাকায় অবতরণের পর বিমানবন্দরে অচিন পাখিকে ওয়াটার গান স্যালুট জানানো হত। অত্যাধুনিক এই উড়োজাহাজটিতে মোট ২৯৮টি আসন রয়েছে যার মধ্যে ৩০টি বিজনেস ক্লাস, ২১টি প্রিমিয়াম ইকোনোমিক শ্ৰেণী: ও ২৪৭ টি ইকোনোমি শ্রেণীর আসন। ২০১৯ সালের সেপ্টেম্বরে বিমান বহরে বোয়িং ৭৮৭-৮ সিরিজের চতুর্থ ড্রিমলাইনার 'রাজহংস' উদ্বোধনের সময় প্রধানমন্ত্রী শেখ হাসিনা ৮-৯ সিরিজের নতুন দুটি ড্রিমলাইনার কেনার ঘোষণা দিয়েছিলেন। তিনিই এ দুটি উড়োজাহাজের নাম দেন 'সোনার তরী' ও 'অচিন পাখি'। এর মধ্যে 'সোনার তরী' দেশে পৌঁছায় গত ২১ ডিসেম্বর বিকেলে। আর দ্বিতীয় ড্রিমলাইনার বিমানটি বুঝে পেল ২৪ ডিসেম্বর। বিমানের বহরে এখন দুটি বোয়িং ৭৮৭-৯ ড্রিমলাইনার এবং চারটি বোয়িং ৭৮৭-৮ ড্রিমলাইনারসহ মোট ১৮টি উড়োজাহাজ আছে। ২০০৮ আসনের ৭৮৭-৯ ড্রিমলাইনার একবার জ্বালানি নিয়ে ১৩ হাজার ৯৫০ কিলোমিটার পথ পাড়ি দিতে পারবে। পুরনো উড়োজাহাজগুলোর তুলনায় এই ড্রিমলাইনারের জ্বালানি খরচ ও কার্বন নিঃসরণ ২৫ শতাংশ কম হবে। 

= Flying around 15 hours in the sky, the 'Ochin Pakhi (New dream liner) landed at 8.19 pm on 24 December in Dhaka Hazrat Shahjalal International Airport. Water gun salute was given to 'Ochin Pakhi' after alighting on Dhaka airport. This ultramodern aeroplane has a total seat of 298 in which there are 30 business class seats, 21 premium economic class and 247 economic class seats prime minister Sheikh Hasina declared to buy two dream liners of series 787-9 while inaugurating dream liner 'Rajhangsha' from the boeing 4" series 787-8 in September 2019. It is she who named this two aeroplanes after 'Sonar Tori' and 'Ochin Pakhi'. Meanwhile last 21 December, late at noon, Sonar Tori reached Bangladesh. And on 24 December, Bangladesh received the second dreamliner. Bangladesh has now a total of 18 aeroplanes including two boeing 787-9 dreamliners and four boeing 787-8 dreamliners. 787-9 dreamliners having 298 seats can fly 13 thousands 950 km taking fuel for once. Fueling cost and carbon emission of the new dreamliners will be 25% less that of old ones.

                                                                                                           অর্থনৈতিক প্রবৃদ্ধি অর্জনে বাণিজ্যিক ব্যাংকের ভূমিকা

যেকোনো দেশের অর্থনীতির লাইফ লাইন হচ্ছে ব্যাংকিং খাত। সার্বিক ব্যাংকিং খাতের সুস্বাস্থ্য একটি দেশের অর্থনীতির মূল নিয়ামক হিসেবে কাজ করে। কারণ ব্যাংকিং খাত ভালো থাকলেই কেবল বিনিয়োগ ত্বরান্বিত হয়, কমে বেকারত্ব। এর ফলে সামগ্রিক চাহিদা বৃদ্ধি পেয়ে মোট দেশজ উৎপাদনের প্রবৃদ্ধিও বাড়তে থাকে। এভাবে দেশের অর্থনীতির আকারও বাড়তে থাকে। কাজেই ২০২১ সালের মধ্যে দেশকে মধ্যম আয়ের দেশে এবং ২০৪১ সালের মধ্যে উন্নত দেশে পরিণত করতে যে অর্থনৈতিক উন্নয়ন প্রয়োজন সেজন্য ব্যাংকিং খাতকে কার্যকর ভূমিকা পালন করতে হবে। 

যেকোনো দেশের অর্থনৈতিক উন্নয়নের জন্য সামষ্টিক অর্থনীতির দুটি চলককে সর্বদাই একটি স্থিতিশীল (Stable) অবস্থায় থাকতে হয়। এর মধ্যে একটি হলো সুদের হার এবং অন্যটি হলো মুদ্রাস্ফীতি। পাশাপাশি খেলাপি ঋণ বা ঝু-ঋণের পরিমাণ ব্যাপকভাবে কমিয়ে এনে ব্যাংকিংখাতে স্থিতিশীলতা আনয়ন করতে হবে। কলমানি রেট ৩% থেকে ৪% এর মধ্যে রাখতে হবে এবং সুদের হার স্প্রেড ৫ শতাংশের নিচে রাখতে হবে যা মুদ্রাস্ফীতি নিয়ন্ত্রণে সাহায্য করবে। 

প্রথমেই আসা যাক সুদের হার নিয়ে এই সুদের হারের সাথে দেশী ও বৈদেশিক বিনিযোগের (FDI) সরাসরি সম্পর্ক রয়েছে। সুদের হার এক অঙ্কে থাকলে বিনিয়োগ বেশি হয়। অর্থাৎ সুদের হার কমলে বিনিয়োগ বাড়ে। আর বিনিয়োগ বাড়লে কর্মসংস্থান বাড়ে, বাড়ে সামগ্রিক চাহিদা (Aggregate Demand), বর্ধিত সামগ্রিক চাহিদা জাতীয় আয় বৃদ্ধিতে সাহায্য করে যা অর্থনীতির উন্নয়নের পরিমাপক। এভাবে ব্যাংক ব্যবস্থা অর্থনৈতিক উন্নয়নে ভূমিকা রাখতে পারে। 

এরপর আসবে মুদ্রাস্ফীতি। সামষ্টিক অর্থনীতির জনক জন মেনার্ড কেইন্সের মতো উন্নয়নশীল দেশগুলোর জন্য Mild inflation ভালো। এজন্য তিনি ঐ দেশের GDP প্রবৃদ্ধির হারের সমান মুদ্রাস্ফীতি রাখার সুপারিশ করেন। কেন্দ্রীয় ব্যাংক যখন মুদ্রাস্ফীতি প্রণয়ন করে তখন এই ব্যাপারটি মাথায় রাখা উচিৎ। এছাড়া ব্যাংকিং খাতের আধুনিক পরিবর্তনের জন্য অটোমেটেড ক্লিয়ারিং হাউজ, ইলেক্ট্রনিক ফান্ড ট্রান্সফার, মোবাইল ব্যাংকিং, অনলাইন সিআইবি, অনলাইন ব্যাংকিং, ই-কমার্স, ইআরপি, ন্যাশনাল পেমেন্ট সুইচ, রিয়েল টাইম গ্রস সেটেলমেন্ট বাস্তবায়নের মাধ্যমে ব্যাংকিংখাতকে তথ্য প্রযুক্তি নির্ভর খাত হিসেবে গড়ে তুলতে হবে যা সরাসরি দেশের অর্থনৈতিক উন্নয়নে ভূমিকা রাখবে।

০১. সমলা সংগ্রহ ও মূলধন গঠন উন্নয়নশীল দেশে অনেক সময় সপ্তাহযোগ্য মূলধন থাকা সত্ত্বেও বিক্ষিপ্ত অবস্থায় থাকে। এসব দেশে বাণিজ্যিক ব্যাংক মূলধন গঠন এবং সাবে গুরুত্বপূর্ণ ভূমিকা পালন করে থাকে। জনগণের অব্যবহৃত এবং উদ্বৃত সত্য সংগ্রহ করে বিভিন্ন উৎপাদনশীল কাজে বিনিয়োগের সুযোগ সুবিধা সৃষ্টি করতে পারে। একটি দেশের অর্থনৈতিক পরিকল্পনা মূলধনের ওপর নির্ভরশীল। উন্নয়নের জন্য যে মূলধন প্রয়োজন তা বেশিরভাগ দেশে নেই। এসব দেশের অনগ্রসরতার প্রধান কারণ মূলধনের মতো। মূলধন সৃষ্টির জন্য দরকার সঞ্চয়। আর এ সঞ্চয় সংগ্রহ করে বাণিজ্যিক ব্যাংক দেশের অর্থনৈতিক উন্নয়নে বিরাট ভূমিকা রাখছে। 

০২. ঋণদান৷ বাণিজ্যিক ব্যাংকগুলো গ্রহণকৃত আমানতের একটি অংশ আমানতকারীদের দাবি মেটানোর জন্য নিজের কাছে তারনা হিসেবে রেখে দেয় এবং বাকি অংশ ব্যবসায়ী, শিল্প প্রতিষ্ঠান ও জনগণকে ঋণ হিসেবে প্রদান করে। এসব ঋণের উপর ব্যাংক নির্দিষ্ট হারে সুদ বা মুনাফা চার্জ করে থাকে। বিভিন্ন রকম জামানতের বিপরীতে বাণিজ্যিক ব্যাংকে ক্ষণ ও অগ্রিম জমাতিরিক ও নগদ ঋণ প্রদান করে থাকে। অবশ্য ব্যাংক অনেক ক্ষেত্রে জামানতহীন ঋণ প্রদান করে। থাকে এতে ব্যবসা-বাণিজ্যে মূলধনজনিত সমস্যা দূর হয়ে থাকে। 

০৩. বিনিময়ের মাধ্যম সৃষ্টির ব্যাংকিং ইতিহাসের প্রথম দিকে বাণিজ্যিক ব্যাংকগুলো নোট প্রচলন করতে পারলেও বর্তমানে এ দায়িত্বে নিয়োজিত করা হয় দেশের কেন্দ্রীয় ব্যাংককে। কিন্তু বাণিজ্যিক ব্যাংক চেক, হুন্ডি, বন্ড, ঋণপত্র, সিকিউরিটিজ, ড্রাফট, পে-অর্ডার ইত্যাদি বিনিময়ের মাধ্যম সৃষ্টি করে থাকে। এর ফলে লেনদেন ও বাণিজ্যিক কার্যক্রমে গতিশীলতা সৃষ্টি হয়। যা ব্যবসা-বাণিজ্যের ইতিবাচক হিসেবে কাজ করে থাকে। 

০৪, অর্থের স্থানাস্তরঃ বাণিজ্যিক ব্যাংক ব্যবসায়ীদের সুবিধার্থে এক স্থান হতে অন্য স্থানে সহজে ও নিরাপদে অর্থ স্থানান্তরের সুযোগ দিয়ে থাকে। এমনকি ব্যবসায়ীদের টাকা এক দেশ থেকে অন্য দেশে স্থানান্তর করে থাকে। এক্ষেত্রে অবশ্য উ ব্যাংকগুলোর শাখা ও তাদের প্রতিনিধি এই সকল কাজের দায়িত্বে নিয়োজিত থাকে। এ ধরনের কার্যক্রম দ্বারা ব্যবসায়ীদের আর্থিক ঝুঁকি থেকে চিন্তা মুক্ত করে। 

০৫. ব্যাংকিং নিউজ বাংলাদেশঃ বাণিজ্যিক ব্যাংককে কেন্দ্র করেই একটি দেশের কৃষি, শিল্প, বাণিজ্য গড়ে ওঠে। এতে বৃদ্ধি পায় অর্থনৈতিক প্রবৃদ্ধি, সম্ভব হয় অবকাঠামোগত উন্নয়ন, কাজেই একটি দেশের অর্থনৈতিক উন্নয়ন বিশেষ করে আমাদের মতো তৃতীয় বিশ্বের একটি উন্নয়নশীল দেশ হিসেবে বাণিজ্যিক ব্যাংকের গুরুত্ব অনস্বীকার্য। এদেশের বাণিজ্যিক ব্যাংকের গুরুত্ব অনস্বীকার্য। এদেশের বাণিজ্যিক ব্যাংকগুলো দেশের শিল্প, ব্যবসা, কৃষি ও বাণিজ্যের ক্ষেত্রে তাদের কার্যাবলী সম্প্রসারণের মাধ্যমে দেশের অর্থনৈতিক সংস্কার ও অর্থনৈতিক উন্নয়নে গুরুত্বপূর্ণ ভূমিকা রাখছে। 

০৬. কৃষি উন্নয়নঃ বাণিজ্যিক ব্যাংক কৃষি উন্নয়নের জন্য কৃষকদের বিভিন্ন প্রকার ঋণ প্রদান করে থাকে। যেমনঃ খাদ্যশস্য ঋণ, অর্থকরী ফসল ঋণ, ফলের বাগানের জন্য ঋণ, গুদামজাতকরণের জন্য ঋণ, পল্লী ঘর-বাড়ি তৈরির জন্য ঋণ, খামার প্রকল্প ঋণ, ক্ষুদ্র হস্তচালিত শিল্প ঋণ, উন্নত বীজ, সার, কীটনাশক ব্যবহারের ক্ষেত্রে ঋণ ইত্যাদি। এতে একটি দেশের কৃষি ক্ষেত্রে উন্নতি হয়। ফলে একটি দেশের অর্থনৈতিক উন্নতি সাধিত হয়। 

০৭. শিল্প উন্নয়নঃ বাণিজ্যিক ব্যাংক শিল্প উন্নয়নে ব্যাপক ভূমিকা পালন করে থাকে। এই ব্যাংক শিল্পে দীর্ঘ ও স্বল্প মেয়াদী মূলধন সরবরাহ, বৈদেশিক মুদ্রা সরবরাহ, পণ্য বাজারজাতকরণ, পণ্যের মান উন্নয়ন, শিল্পকে আধুনিকীকরণ ও সম্প্রসারণসহ শিল্প উন্নয়নের জন্য নানাভাবে সাহায্য ও সহায়তা করে থাকে। 

০৮. জীবন যাত্রার মান উন্নয়নঃ বাণিজ্যিক ব্যাংক দেশের ব্যবসা-বাণিজ্য সম্প্রসারণের মাধ্যমে দেশের আয়, বিনিয়োগ শু কর্মসংস্থান বৃদ্ধিতে সহায়তা করে থাকে। ফলে মানুষের মাথাপিছু আয় বাড়ে। সর্বোপরি জীবনযাত্রার মানের উন্নয়ন ঘটে থাকে। পরিশেষে এ কথা বলা যায় যে আমাদের মতো উন্নয়নশীল দেশের ব্যবসা-বাণিজ্য তথা অর্থনৈতিক উন্নয়নে বাণিজ্যিক ব্যাংকের অবস্থান অত্যন্ত সুদৃঢ়। দেশের কৃষি ও শিল্প উন্নয়নে বাণিজ্যিক ব্যাংক যেমন ভূমিকা রাখে তেমনি বিভিন্ন প্রতিনিধিত্বমূলক সেবা প্রদান করেও জনগণের জীবন যাত্রার মান উন্নত করে। তাই বাণিজ্যিক ব্যাংককে বাদ দিয়ে বাংলাদেশের অর্থনৈতিক উন্নয়ন চিন্তা করা যায় না।

Foreign companies, especially machinery and raw materials suppliers, see huge growth potential in 20 Bangladesh's rapidly rising ceramics sector. The country's ceramic sector produces tableware, sanitary ware and tiles. The industry related with ceramic produced more than 25 crore pieces of tableware, nearly 20 crore square meters of tiles and over 3 lakh pieces of sanitary ware in fiscal year 2017-18, Bangladesh is almost self-sufficient in these products, a development opposite to the scenario in the 1990s. Local manufacturers cater to 85 percent of the country's demand, while the rest. mostly comprising of high-end ceramic products, is imported from Japan, China and Taiwan. 

= বাংলাদেশের দ্রুত প্রসারমান সিরামিক খাতে বিদেশী কোম্পানি বিশেষ করে যন্ত্রাংশ ও কাঁচামাল সরবরাহকারীরা প্রবৃদ্ধির বিশাল সম্ভাবনা দেখছেন। দেশের সিরামিক খাতে টেবিল সামগ্রী, স্যানিটারি ও টাইলস উৎপাদিত হচ্ছে। ২০১৭-১৮ অর্থ বছরে সিরামিক শিল্পে ২৫ কোটিরও বেশি টেনিল সামগ্রী, ২০ কোটি বর্গমিটারের কাছাকাছি টাইলস এবং ৮৩ লাখেরও বেশি স্যানিটারি সামগ্রী তৈরী হয়েছিল। বাংলাদেশ এই সকল প্রবোর ক্ষেত্রে সম্পূর্ণ বইয়ের পশাবের সাতে এক ভিন্ন উন্নয়নের চিত্র। দেশীয় চাহিদার ৮৫% পূরণ করে থাকে স্থানীয় উৎপাদকরা। আর নাকি উচ্চমূল্যের সিরামিক পণ্যগুলো জাপান, চীন ও তাইওয়ান হতে আমদানি করা হয়।

বিনীতি নিবেদন এই যে, আমি আপনার ব্যাংকের মালিবাগ শাখার একজন চলতি হিসাবধারী। বিগত ২০০৬ সাল হতে আমি আপনার ব্যাংকের সাথে লেনদেন করে আসছি। আমি আপনার ব্যাংক হতে ২০০৭ ও ২০০৯ সালে যথাক্রমে ৩ লক্ষ ৫ লক্ষ টাকা এসএমই ঋণের আওতায় ঋণ নিয়ে একটি ছোট গার্মেন্টস শিল্প গড়ে তুলি। আমার প্রতিষ্ঠিত শেখ হাবিব গামেন্টস লিমিটেডে প্রায় ১২০ জন শ্রমিক কর্মরত ছিল। ২০০৭ থেকে ২০১৯ সাল পর্যন্ত রূপালী ব্যাংক লিমিটেড মালিবাগ শাখার সাথে আমার ব্যাংকিং লেনদেন ছিল অসাধারণ যা আপনি আমার ব্যাংক স্টেটমেন্ট দেখলে অনুধাবন করতে পারবেন। আমার প্রতিষ্ঠিত এই গার্মেন্টস হতে ১২০টি পরিবারের জীবন ধারনের একটি উপায় সৃষ্টি হয়েছিল। কিন্তু বিগত ২০১৯ সালের ২৫ ডিসেম্বর রাতে গার্মেন্টসের শর্টসার্কিট হতে আগুনের সূত্রপাত হয়ে সমগ্র গার্মেন্টসে তা ছড়িয়ে পড়ে। ফলে কিছুক্ষণের মধ্যেই ধূলিস্যাৎ হয়ে যাবে আমার গার্মেন্টস। প্রায় ৫০ লক্ষাধিক টাকার সমস্ত মূলধন আমার নিমেষেই শেষ হয়ে যায়। অধিকন্তু ১২০ জন কর্মীর ডিসেম্বর মাসের বেতনও দেয়া হয়নি। এমতাবস্থায় ব্যাংক কর্তৃক পাওনা ১ লক্ষ ৫০ হাজার টাকা কোনোভাবেই দেয়া সম্ভব নয়। 

অতএব, মহাশয়ের কাছে আমার আকুল আবেদন এই যে, উপরিউক্ত বিষয় বিবেচনায় এনে ও আমার বর্তমান আর্থিক ও মানসিক অবস্থা মানবিক দৃষ্টিকোণ হতে বিচার করে আপনার শাখায় আমার খেলাপী হওয়া ঋণটি মওকুফ করে আমাকে চিরকৃতজ্ঞতা পাশে বাধিত করবেন।
